Field Development Specialist

About the role
The Field Development Specialist (FDS) works closely with and reports to the Manager Development & Projects in meeting the departmental roles, responsibilities and ultimate business objectives.
What you'll do
- Participate in overall development-related discussions and evaluations; provide on-demand input into deepwater, Shallow Offshore (SHO), and exploration, development and operations planning activities and studies.
- Lead the evaluation and maturation of field development options from concept to final selection — starting at prospect portfolio evaluation and continuing through appraisal in close collaboration with the Staatsolie exploration & appraisal team, economics team, JV operating partners and main contractors.
- FEL0 — early notional development planning: incorporate notional O&G resource potential from the subsurface team, identify and develop potential development scenarios, work towards prefeasibility assessments.
- FEL1 — divergent scenario development of possible concepts: iterate scenarios as more accurate static and dynamic reservoir models become available; translate into well counts, production profiles, total recoveries.
- FEL2 — convergent scenario shortlisting and concept maturation as reservoir depletion models are matured based on appraisal well information.
- FEL3 — mature the selected concept through Front End Engineering and Design (FEED) and execution planning.
- Maintain a direct line of sight with Staatsolie business objectives throughout all FEL stages, translating them into project objectives and prioritized decision-making drivers (depletion strategy, facilities lifetime specs, O&M philosophies, design specs, execution and contracting strategies).
- Coordinate and integrate multi-disciplinary teams across subsurface, drilling, facilities, and commercial inputs to generate robust development scenarios.
- Drive economic assessments, sensitivity analyses, and risk evaluations for proposed development concepts.
- Become an integrated part of the Development & Project Team in fulfilling its responsibilities and accountabilities in the Staatsolie value chain.
- Pro-actively and collaboratively engage prime stakeholders — including internal Operations & Development (OD) departments that are part of the Value Chain — to align on the most optimum development scenarios and feed input needs of other stakeholders.
- Own the field development planning from the initial phases of discovery evaluation; iterate concept development, concept select, pre-FEED and subsequent FEED phases throughout the appraisal evaluation phases.
- Actively iterate design, specification and execution planning evaluation as subsurface information becomes available, in close collaboration with OD stakeholders.
- Contribute to the development of OD development planning processes and procedures — tailored to serve the ultimate Final Investment Decision — governing 'what to review and what not to review' from an ultimate value and risk understanding throughout all stages, translating into the most valuable development solution.
- Contribute to setting up and executing people development / capability building programs and integrating these with existing Staatsolie processes.
What you'll bring
- Profound working experience in vertical integrated field development planning, covering both subsurface and surface evaluations. Interfaces with subsurface exploration, appraisal evaluation, facilities engineering, economics/commercial and regulator teams.
- Established track record in field development planning, feasibility and pre-FEED studies including technical/economic analysis. Good understanding of concept, select and front-end engineering design of oil & gas facilities (upstream, midstream, gas processing).
- Minimum 15–20 years industry experience in deepwater settings, spanning large IOCs and independents. Proven experience in field development and field development management.
- Strong communicator and mentor with experience working in varied cultures, and strong experience in JVs as both operator and non-operator.
- Able to carry out technical and economic feasibility studies and perform pre-FEED and FEED evaluations (e.g. field development plans, gas monetization scenarios).
- Willing to relocate to Suriname on a full-time basis. Flexible to travel and relocate to JV Operator and contractor home offices across various FEL and EPC stages.
- Preferred background: formal education in engineering with initial career as a specialist design engineer for offshore O&G facilities, transitioning into broader development planning roles. Demonstrable working knowledge of appraisal evaluation practices over multiple project cycles, with eventual overall responsibility over subsurface development planning through Final Investment Decision (FID).
- Ideally has managed projects beyond FID through execution and operational delivery — overall responsibility across all EPIC phases including managing SURF and production facilities (e.g. FPSO, FLNG) execution contractors. Experience on 'both sides of the table' during execution phases with deep understanding of owner and contractor drivers.
- Strong leadership in safety and environmental awareness.
- Strong influencing skills with the ability to work in a multi-cultural, multi-national environment.
- Excellent judgment and decision-making ability across technical, commercial and personnel matters.
- Ability to think and act strategically.
- Proven operational, personnel motivational, planning and coordination skills.
- Strong drive for continuous improvement.
- Proficiency in word processing, Excel, planning software and engineering application software.
- Sound knowledge of digital tools, integrated models, and data-driven workflows to enhance development decision making.
- Excellent interpersonal and communication skills.
- Team player able to work within multi-discipline teams and manage effective communication and solutions across them.
- Self-starter requiring little or no direct guidance.
